LIVESTREAMS NEXT WEEK: Committee Markup on Wednesday, Wildlife and Conservation Bills on Thursday

Washington, D.C. – The Natural Resources Committee is holding two livestreamed events next week. 

 

WEDNESDAY, MARCH 16 

POSTPONED UNTIL FURTHER NOTICE

The full Committee, led by Chair Raúl M. Grijalva (D-Ariz.), will hold a markup on the following bills:    

  • H.R. 1638 (Rep. Dusty Johnson), To direct the Secretary of Agriculture to transfer certain National Forest System land to the State of South Dakota, and for other purposes. Gilt Edge Mine Conveyance Act.
  • H.R. 3587 (Rep. Grijalva), To prescribe procedures for effective consultation and coordination by Federal agencies with federally recognized Tribal Governments regarding Federal Government actions that impact Tribal lands and interests to ensure that meaningful Tribal input is an integral part of the Federal decision-making process. Requirements, Expectations, and Standard Procedures for Effective Consultation with Tribes Act or the RESPECT Act
  • H.R. 5093 (Rep. Herrera Beutler), To direct the Secretary of Agriculture to transfer certain National Forest System land in the State of Washington to Skamania County, Washington. Wind River Administrative Site Conveyance Act.  

Chair Grijalva’s bill will codify and strengthen tribal consultation procedures by establishing federal agency criteria for identifying tribal impacts, outreach to tribal governments, and conducting tribal consultation proceedings for all proposed projects and regulatory actions that have tribal effects. President Clinton issued Executive Order 13175, which established tribal consultation and collaboration procedures for federal agencies to develop policies that could have tribal impacts.    

In 2019, the United States Government Accountability Office released a report that reviewed the executive branch’s tribal consultation procedures. The report found that many federal agencies lacked the necessary policies and procedures to implement consultation with tribal governments, especially when enacting federal infrastructure proposals.

The Subcommittee on Water, Oceans, and Wildlife, led by Chair Jared Huffman (D-Calif), will hold a legislative hearing on the following bills:
